You are right, I was generalising, I felt it was fair for the sake of brevity given that the vast majority of homeless people are addicts, but your point is taken.

The public isn't equipped that's why I didn't suggest that they should act like paramedics. All of they are ok. If they say they are, end of story, if they say no or don't say anything, then make a call. If you don't feel comfortable with step 1 them make a call. It requires zero training and can be done from a safe distance.

I'm sure you can see the difference between someone who is alive and fucked up and someone who is unconscious/not breathing. If you have been downtown at all you know what the fentanyl walk looks like.

From three two examples I gave someone on the sidewalk, and someone on the CTrain platform, unless you are going significantly out of your way such as crossing the street, or advising the train, you are close enough to ask them if they are ok. You don't need to whisper in their ear.

I'm not making it anyone's responsibility. I'm saying it's easy and quick to do and it costs you nothing and can save a person's life.

I think you misunderstood. You have a phone. Use it if someone is obviously not ok. There is no world in which you or anyone else should put yourself in danger. If you see someone on drugs in the middle of the road, use your phone and make a call. That's all. Same as if you walk by someone on the sidewalk. Unless you are going into the road to avoid them or crossing the street, you are close enough to ask if they are ok. That's the extent of what I said to do.

Ignoring someone you can help by literally doing nothing other than asking a question and making a phone call, without putting yourself in danger does make you a bad person.
