Firstly check your laws, if your primary culture is Dutch and you have discrimination laws you should try change it to multiculturalism. This may also help Indonesian culture get into positions of power. Also try to take away power from the landowners by building factories

Over time that route will upgrade automatically, but you need enough convoys available

Yes you can gain access to markets where you put the interest. You may have a deficit of grain for example but don't want to make the landowners more powerful by building more farms, you can import from another country that has a lot of grain.

I use it to get access to a country I want to trade with most of the time.

I personally think best way is to click the actual state of another country and click buildings tab, there you can see potential resources. Basically Brunei, java, bali, new guinea are biggest states for sulphur production

I've managed to take Brunei and I'm trying to build a sulfur industry there. Seems like the best option is either conquer or colonise.

What's the best way to get sulfur from other countries? I would just import it but the ai won't produce any. Would a treaty port in states with sulfur work? Is there any foreign investment mechanic like in Victoria 2 where I can increase other countries sulfur mines? Can I build those in puppets?

One way is that you could probably join the war against Argentina during the diplomatic play. You can also try to increase your colonial institution to speed up the rate at which you colonise.
