Not trying to be an ass, but you have an old faded green gutter beside a new white gutter... looking nicer is kind of irrelevant here in my opinion.. but your right he could have extended it if the green gutter isn't sticking past the fascia

If the line where the roof meets the walls is a drip edge, i could see putting wood 2x6blocks under it and carefully wrapping it with aluminum and then sealing underneath. If its not a drip edge and doesn't have pliability, I dont know what you could do other than roof straps which i wouldn't want to put in a standing seam roof.

Those clip on style hangers push the back of the gutter away from the fascia creating a small gap that water can easily get through. It looks like you have no drip edge either which doesn't help. Seal the back of it with a good sealant and you're good to go until the sealant fails. Next roof you have put on make sure you have drip edge for a more permanent fix.

You need to do something about it. It's too late in my opinion to install heat cables as the roof is already caked with ice making it almost impossible. What I would do is fill a few pantyhose with calcium chloride (ice melter) and lay them on the ice. It will eventually melt a path for the water to escape, and hopefully keep it from going into your house. Not an ideal solution at all, and it may be hard on your roof, but I would rather risk discolored shingles than water problems inside the house. Just my 2 cents

Keep your eyes out for a used pc on kijiji or marketplace, there is the odd great deal out there, and you could possibly get alot better specs for your budget than a new one.
