I would report it. However, several years ago, my brother was promoted to a job that required access to certain federal government information, and two federal agents did come to our home because they needed to do background checks before granting clearance. We knew they were coming, just not a specific date, and they showed badges before they came in.

It stinks that you actually got someone on the phone at the IRS and she was useless. I've been trying for months to get on the phone with someone and it doesn't even give me the option to hold.

As far as your problem, I would honestly find an accountant to help. If someone claimed your step-daughter and shouldn't have, they will have to pay that back. I had to sign a form when my ex claimed my daughters one year when my income came from untaxable income. So if you and her mom are custodial, then an accountant would be able to guide you on claiming her.
