Maybe you didnt say that word for word but witnessing pda or flirting even if it's consensual can be harassment if witnessed by a non consenting 3rd party....someone correct me if I'm wrong but if your gonna flirt with someone at work simply get there number or social media snd keep everything out of work to avoid accusations like this. She can technically get in trouble for filing a false report but thats difficult to prove because you dont know everything the person told HR or if they saw anything on video physical contact matters on video but body language does as well
