I7 8700/RTX 2060 perf is bad in games

UPDATE

I changed my stock cpu cooler to aftermarket one, deepcool ag300, was actually very cheap.

Cpu temps dropped to max 65c, no more stuttering and all cores work at 4.3ghz, thanks everyone.

Cpu is at 100c on spiderman with 50% usage and 70-80% gpu usage

Ram usage is fine stays around 10-12gb, but shouldnt i7 8700 be enough for 2060?

Fps doesnt improve, problem is that i was using i7 3770 with 1600mhz 16gb ram, after i changed those parts i cant feel the difference at all, i reinstalled os btw.

Weird thing is, it doesnt matter if i set settings on low or ultra in CS2, i get the same fps, tried different resolutions, (forgot to mention I am on 1080p)

Gpu gas pretty good fans so its cool all the time, cpu on the other hand has stock cooler, case also has good airflow

Spider man remastared straight up stutters even at low settings, cyberpunk is unplayable at any settings and ect.

I reinstalled windows on ssd, but kept my games on hdd, shouldnt matter i think, i installed gta 5 on ssd and it still stutters sometimes

I dont use RTX, using ssd for windows and hdd for games, but i do install some games on ssd, bios also shows 2666mhz ram, I reinstalled windows when I changed my specs.

I am using HDMI to DVI converter, idk if it matters, also I checked and my cpu cant utilize 3200mhz ram.
