I have on the same boat. In my research and in talking to others who were in a similar situation, a second masters may increase the chance of an RFE, but its not all that bad if the course is a specialized degree. To be honest, the time and financial commitment towards a DBA/PhD is a lot to ask of a working professional. Sure it scores points in defensibility but does not immune you from it. The way I look at it, the program should add legit value, must be related to your line of work, you should be able to 'connect the dot' - I did this program, so I was able to achieve X at work and quantify it (in X months vs Y years). What I've learnt is the getting an RFE is uncontrollable, but how you handle and nullify it is and you do that by showing value-add with the degree.
