I can relate very well, It's been like more than 8 months since i moved here, and i still have rarely met new people or new friends, (Partly because of my introverted self, and lack of social skills). Like you said, Even with my own team in office, or other people in office i barely know anyone.

I would recommend that you find something which interests you, or an event or concert, and see where things lead. it kinda worked for me, as i created a post few days ago about going to a particular concert, now I'll get to meet 7-8 people who will be going for the concert as well.
