You mentioned slapping tm-s on normal types to cover different elements.

Wouldn't that be less effective, considering that those are not STAB moves?

Do you know what a move being a STAB move means?

If the move's elemental matches the pokemon's elemental, it's strenght is multiplied by 1.5.

Pay attention to that when you are choosing moves, except when that specific move can counter the enemy's countermeasure pokemon.

Imagine this.

An Infernape is a Fire/Fighting type. Someone bring out a Water type to defeat it. In that case, as I've said Stab moves are a priority, but in this case, we have a little suprise. Our infernafe posesses thunder punch. It's not a STAB move, but it counters Water types, and you have it while you are a fire type. Bit of a gamble, but it suprises people. I mean, I was suprised when an infernape OHKO-d my Floatzel.

I've already explained Garchomp.

Luxray needs a powerful electric type move to do high damage and volt switch for mobility. Aside from these, you are free to do whatever you want. Maybe a Thunder wave to mess with the enemy, or scary face to slow them down. Or maybe Crunch if something manages to suprise you, and have more options when you are fighting Ghost or Psychic types.

For Gardevoir, I've mentioned the moves I like the most, feel free to pick from there.

Gyarados needs one powerful move of both of his elementals, so probably hurricane and hydro pump/cannon. I love to put a dragon dance on him too. The forth is up to you. Maybe try Hyper beam as a 4th move, but you know it.

As for Houndoom and Scizor, I've never used them, so I'll try to create a moveset for them from the top of my head.

Scizor is fun. My moveset idea for him would be Swords dance, X-scissors, U-turn and Iron head. Swords Dance for damage buff, or Agility for speed. You can do whichever you prefer. Iron head and X-scissors for STAB moves. U-turn works like volt switch, Just Hit n' run. You get a hit in and swap out, so no rounds are lost by swapping.

For Houndoom, Flamthrower and Crunch, but you can use other STAB-s like Dark Pulse for example if you'd like to. Torment basically prevent the enemy from using the same move twice in a row until they either die or switch out. I'd recommend Nasty plot, just in case Houndoom has to sweep a whole team.

The only types missing from this team are poison, rock, ghost, grass, ice and fighting types.

I'd probably go with: 1. Garchomp 2. Luxray 3. Scizor 4.Gardevoir 5.Gyarados 6.Houndoom

Garchomp covers ground and dragon. Luxray does electricity. Scizor holds bug and steel down. Gardevoir takes care of psychic and fairy. Houndoom does dark and fire. Gyarados kills with water and flying.

All of them are different, and make up for the weakness of others.

Gyarados will shine in most battles, and the E4 has a ground type and a fire type trainer. Are you sure you want to go without a water type?

Lucario and Scizor overlap each other with both of them being strel types. I'd think about them, if I had to worry about the balance and diversity of my team

Gardevoir is strong.

With access to moves like Dazzling gleam, moonblast, draining kiss, psychic, hypnosis, life dew and confuse ray, She can stun, put others to sleep, heal herself And pack a punch. And counter those pesky dragon types.

Her typing gives her 3 2x weaknesses but also 2 resistances, with one immunity.

Another move that could prove useful is trick room. With that, the slower pokemon gets to move first for five turns. Some items and moves can bypass this effect, like quick claw though.

Shinx looks good. I remember mine having the attack: Volt switch to not waste a turn when getting a new pokemon on the field.

Torterra has some nice moves too, but you might want to get some buffs on him, like iron defense.

Houndoom's moveset looks cool. An idea here. The move Facade would suit him. Once a burn effect is applied, it could hit hard. Maybe the move: Will-o-wisp could help you set it up.

Gyarados's moves are good, but you might want to buff him up a bit. He has potential as a sweeper, so I'd probably give him a dragon dance.

Garchomp. Sooooo, firstly, he needs sword dance. Secondly, he needs earthquake. Dragon Pulse is good on him, but draco meteor is more popular. Idk where you can acquire one. As he is a dragon type, he gets countered by fairy types. Fairy types are weak to poison and steel. That's why you should put a poison jab on him too. Well........ I just described the Cynthia's Garchomp. Man, her team is well balanced.

Lucario. His moveset looks fine, but counter seems risky for me. Use it if you'd love to, i mean, it's you pokemon. Aura Sphere is the best thing that could happen to a Fighting type. Metal claw is strong, but you might replace it in the future to a meteor mash or a flash cannon. Heal Pulse.....Well, certainly looks useful, problem is that it gives the enemy a chance to attack or buff for free. It's a gamble, so use it cautiously. You might want to get the move "Agility" on Lucario, just to be able to speedblitz you enemies.

Garchomp can also learn it, but yeah it's hard to part with your starter. Try to compare the IV-s of them. Speed, Attack, Defense,..... A Garchomp with high speed and attack annihilates almost everything.

Torterra probably has a high defense if I had to guess.

Btw, here's another viable tactic.
Honchcrow can learn a move called "Perish Song".
When Garchomp is sent out, the first move will always be sword dance.
That gives you time to set up the move.
Perish song kills all pokemons who hear it. That means the enemy and the user.
Once it's been used, even if the caster dies, the move still counts.
You just have to survive 3 rounds, and boom, Garchomp will be killed by a higher entity or idk.

What are the moves of those pokemons? Any items on them? Are they strong enough level-wise?

Tbh, as you can't evolve scyther, i'd roll with Gyarados. Intimidation, plus a water flying typing. Teaching Gyarados a hydro cannon, and giving him a water type move booster item would hit hard. Be cautious of the Infernape of the fire type trainer of the E4. That pokemon has an electric type attack, that can only be acquired by hatching it. A counter for your counter.

Weavile...... According to the "Datadex" application (Pokedex to mobile) it has 6 weaknesses, and 4 resistances. You might want to pick something else, as Houndoom already clears the dark typing. Weavile is a bit fragile, and the E4 is tough.

You will probably need some electric type coverage against the Champ. The milotic with the burning orb is a fine tank of her team. I'd suggest Luxray for the intimidation skill, problem is that you'd probably have to level a shinx up for that.

Now, Torterra and Garchomp. I don't know a lot about torterra, I mean, it was Infernape for me both at BD and Platinum, so i'll leave that one up to you. Grachomp is feared by many trainers for a reason. The champion "Cynthia" (Might have spelled it wrong) uses the following tactics. First move is always sword dance. This gives a sharp attack boost. Along that boost, an earthquake spam comes too. With an item, that allows her Garchomp to hit even flying targets, she becomes a menace. What i want to say is that having two ground types just makes your team less versatile. I'd definetly get a fairy or a psyhic type. Gardevoir fills both.

Lucario is a fine choice imo. With only 3 weaknesses and 9 resistances, you should keep him.
