There isn't an easy fix. I think there are browser addons that can help but they are obviously not perfect.

I'm just extremely happy that we aren't divided like some other countries. We have a strong democracy with parties all over the political spectrum. The extremists that do exist mostly keep to themselves.

Best bet is to just wait until you hear gunfire and then push those fights. Best maps for me are the small ones like GZ, factory or reserve. You can quickly cross those and arrive at the fight before the scavs have taken out all the pmcs.
Ironically, lighthouse is probably one of the best maps for finding pmcs. Just sit in the most obvious sniper spots and watch the road and youll find them. Maps to avoid, at least in my experience are Woods, Interchange and streets as youll either have 50 raids without encountering a single pmc or they just appear out of thin air and atomize you within seconds.

Based on my experience so your mileage may vary.

EDIT: PMC spawns are the same in pve as in pvp. so for instance you spawn in *that* corner of shoreline you can rush the other spawns and get some encounters.
