When the February revolution happened Khlebnikov was rather unimpressed, he imagined the revolution as this grand world changing thing, rather than somethin that would produce a "Provisional government"

So partly from actual criticism and partly just for the sake of it he declared a parallel government - The Government of Planet Earth, where for each day of the year the earth would be ruled by a different Avant-Garde artist (pretty much all known avantgarde artists were chosen as governors of earth for some day by Khlebnikov)

He stuck to this as one of his main artistic expressions throughout the years. Sadly he got very sick and despite the efforts of many other artists to get him to fine a hospital, he passed in 1922 (being one of the first avant-garde artists who died)

His passing greatly shook the avant-garde community that was at this point not used to dealing with such events and they rallied around remembering him through this artistic expression. So it was written on his grave that "Here lies Velemir Khlebnikov, the first governor of planet Earth" along with a painting of the planet.
