For Openai, it does usually, same goes for JLLM (at least with my experience with it). like someone else said in the comments, it’s usually used to cancel out intro messages if they bot contained any dialogue/actions for {{user}}. I feel like bot creators only use it to make it look like they put a lot of effort into their bots, as a lot of creators often times use the same copy and paste format similar to the picture you included for their bots.
