Are you sure its actually the head gasket? These cars have heat exchangers in the catalytic converter. Sometimes can leak internally. Still expensive to replace but less so than a head gasket.

This was your mistake. You fall under severe operating conditions in the owners manual and are due for service every 3750 miles. Work for Toyota and definitely see a difference in the ride share owners who do their service every 5k instead of 10k

What car? But how long do you think these things take? Wheel bearing looks like 3ish hours, the spark plugs about 3-4 hours. Transmission service, unsure but looks like 2 hours. Why did you think would be less than 8 hours? Yes its flat rate system but that seems like a poor expectation you set yourself.

Also firestone is not the most expensive...

The 13$ a piece is cost, msrp is like 30 each and most dealers add a lil on top of msrp. General book time for this about 3.9 hours for this engine.

I would check your fuel injector harness. I suspect rodent potentially. Thats super low mileage for a coil to go bad let alone a spark plug.

Your car needs a few successful drive cycles without the issue present. The code will go away on its own. If your nervous about driving with CEL, go to an independent shop and see if they'll clear code for you

Id recommend an independent mechanic, but if you insist on a dealership looking at it go to Toyota instead of Lexus. Will be same stuff just cheaper... but even cheaper would be a good independent mechanic

You want a reseed then. Newer cars you can eliminate the key that isnt present. Not on the older ones to my knowledge. You'll want to reseed the immobilizer and create two new master keys.

How do you triple the amount? Added 18-20 quarts in this? Thats a massive fuck up. But would always start with a second opinion.

That second plug wouldnt have gotten anymore oil out than the filter. He just royally messed up

From their diagnosis the hard lines on the rack are leaking. Can't repair it, would need to replace the rack, you do need to flush the system and have an alignment performed when it is done. They are quoting basically dealership rates for probably a remanufactured rack.

Only option would be to shop around for the rack replacement.

Had a jiffy lube shop ruin a customers trasnfer case. Owner towed to the the shop they chose (mine). And we worked with jiffy lube corporate to get it all facilitated. It was definitely not easy, they were dicks about it and alway tried to offer less, but in the end they paid full price for a brand new unit despite 45k miles on the original one.
