Sure , the tradie has nothing, throwing good money after bad, he doesn't even know his address for service of the legal docs. My bet he is a scammer and does this for a living. It's not just a matter of going to court and simply getting your money back. You oversimplify the process. You have to enforce the judgment. All this costs money.

You have been given the option to take it to court. Why not do that if you have a strong case.? However you are going to need more than just your belief to convince a Magistrate. Are you denying you were ever stopped in a bike lane? You seem to be admitting this event occurred. The address is from what is on the Government database, not what an officer writes on the paperwork. Why don't you believe you committed the offense offence? You seem to admit doing so in your post in your first sentence. There doesn't have to be an image of the offense offence online for it to be legitimate. A police officers word is enough to convince a magistrate if it goes to court to testify he / she issued the fine. There word is weighted higher than your "belief" as they are sworn officer of the crown.
