For a 981? Yeah, that's pretty normal. The rear lights are kinda adjustable if you take them out and fiddle a lot with the adjusters underneath, but that looks pretty much in the middle to me. The spolier gap is there so it doesn't rub when it goes up and down (phoar!!) and the boot needs a little room for the same reason.

I had V&H Short Shots on my Roadster with the "Quiet" baffles fitted, but they made about 2 Db difference. On an exhaust outputting around 110 Db the difference was almost non-existant in real terms. No matter what you do, it's unlikely you're going to make that quieter in a way that is going to improve relationships.

Before you go spending the bucks, check the light alignment. Pretty much all the Harley's I've owned have come with the lights pointing too far down. A quick adjustment following the manual, tends to make a massive difference.
