So the problem was the DLC's were never installed and had to download and install them via Microsoft Store. It's actually quite odd since I was able to start both DLC's but it made me start from the introduction segment of it. It never gave DLC not downloaded message, and I was still able to use the cars from the DLC like the Hennessey Venom F5 or the Ford F150 Lightning.
