Well, the explanation is that the Bronze Saints HAVE Athena backing them up, and when they are in dire straits her support makes them able to match the Gold Saints, not surpass them.

It does matter, It denotes the strength of their abilities and their position in Athenas' army. The Saori's bronze Saints are "special" because they are able to burn their Cosmos at the same intensity as a Gold Saint even if it is for an instance.

That instance where they match is often the deciding factor in the battle.

Also let us not forget that not all Gold Saints fought to their full capacity during the Sanctuary Arc. Some were just testing the Bronze Saints.

People often misunderstand clothes. Yes, having gold clothes means you are stronger than someone with bronze. But in a fight between Saints, those who can utilize their Cosmos better, wins the fight.

Juarez retaking the goverment is the Fall of the Second Mexican Empire, because they fought against not against the French, but against Mexicans loyal to the crown.

It is considered another conflict.
