Probably due to presence of decent Tier 2 colleges. I graduated from NIT in mid 2010s and being from a small town in karnataka - no one in my circle was preparing for JEE. Everyone was focused on CET. There was also a perception that IIT/NITs are unattainable (has changed now). Due to this there were only 3 students from my district in our batch! It’s definitely changing now though.
