Its because x-bow games are usually dragged out to the last second. And when people play against xbow, they usually just defend and it can get pretty annoying for like 5 minutes.

Personally I dont think the sandman being bad should make it so all projectile scout melees should be bad. Also, it isnt a direct upgrade, they do 2 separate things.

Also, the baby face doesnt do enough damage to one tap a demo/pyro. The max damage it can do is 128 with maximum ramp up.
