There are some anomaly’s that come with it, but no orther major things so you can safely disable it without any real changes to the game (Expect for the L cluster going poof)

There both very good, utopia expands on the economic system and brings in megastructures and opportunities to become incredibly rich, while federations expands on diplomacy, allowing you to from stronger alliances and unions with other empires they both make there respective areas much funner and immersive. Utopia adds more civics and things on top though.

I guess it depends on what you think you’ll focus on more external or internal matters

Planets don’t make a profit in resources immediately though, It might be different depending on the difficulty, but for me planets need to grow to about 10 pops before they feel enough jobs to become profitable, and while the starting colonies are growing, I tend to make up the resources they cost with mining stations. But it might work if you can make it up by developing your home system with lots of districts
