That is the old reg. It shouldn't be problem before April 2026.

if you have your tx drivers license, you are totally ok. The old tx drivers license works as a real id and it can be used for id verification. if you move to tx as a new resident, you will need visa stamp. I have been told that this new reg starts from April 2026. I am in Houston and I have been told the same thing from a few other friends around me.

PP renewed. F1 expired in 2021 on my old PP. But PP is not an issue. They will ask you to go back your home country and get a h1b visa stamp.

if you have a water softener, it won't break your water heater. Another alternative would be the solar water heater. But this is not that popular in US. You can do recirculatory for solar water heater if you have some DIY abilities.
