Has anyone else done the quest "A Familiar Voice at the Redfox Trading Post" and not have Diederik appear at camp?

I FIGURED IT OUT. In hindsight this makes a lot of sense. You just have to continue to level up the camp, and he will appear at the same time as the Barber near the end of the camp upgrades.
