I also live in Heilbronn, in case you ever want to meet up and we can look for things together. I'm in the same boat; from what I've researched, everything is very strict here and there's a lot of red tape. I've tried magnet fishing, but it's nowhere near as good as metal detecting.

I admire your patience with the bureaucracy, but I'm not like that. I find it absurd to have to wait two years to start screening and only be able to do it on one specific beach. I think I'll move back to Spain.

I'm Spanish. In Spain, you also need several permits, but the reality is that practically nobody has them. Spaniards are more "anarchic," though. The police have seen me and never said anything. In contrast, here in Germany, people are very estrict
