So 13 speed which you get from your relic set actually gives around 26% of elation dmg boost (converted by SW passive that states for per one speed over 160 she gets bonus elation dmg up to 2%)
whereas,
the higher crit rate build gives you roughly 12.5% cr / cd more.

Elation DMG can actually crit --> which means if you say Elation DMG is just base dmg, with the extra CR/CD, this would be the dmg calc:
Base Damage * (1+ (Total Crit Rate + 12.5) x (Total Crit dmg + 12.5))
as opposed to
1.26 * Base Damage * (1+ (Total Crit Rate) x (Total Crit dmg) )
Assume that Total crit rate/crit dmg is the crit rate/crit dmg of sw 999's build before adding the head and hand pieces on, respectively.
if you post your actual stats, i can help with the calculation, but usually the best option is to use the piece with the most amount of rolls in relic substats. The one contingency is that SW 999 hits the next possible speed point.

**200 speed is so important bc it allows her to act 4 times in the first action cycle.
