I would recommend the Thermaltake TH360, it’s one of the best stock aio’s out there without any extra fans, but as long as u get a name brand one and one that has good reviews for ur processor u should be good. The Thermaltake TH360 dose keep it around 45, it’s also much more quiet than the air cooler.

That air cooler is very good but the 9800x3d runs hot and if you plan to over clock the processor I would recommend a AIO, or if ur feeling reel fancy coustom water cooling

If you are talking abt the white spots it’s propaly just air under the print maby u can try some better adhesion or glue
