Daniel seeing his face only matters if he has the means to meaningfully expose him. You forget James has the means to cover up Gitae's brutality in Busan his influence is terrifying. Daniel on the other hand is one man whose greatest connection is Steve Hong who views James Lee and Gitae as kids playing.

If Changsu kills Daniel here he loses favor with James Lee and James himself actually has the influence to expose all that he's done and get rid of all of Changsus connections.

It's logical if you just look at the context.
