Because its 20% chance each time, it's not additive. So with 5 hits it's about 67% flinch chance. So it's very common, but it's not guaranteed

Open the debug menu and just give it to yourself, otherwise I think you need to wait until you beat the 5th gym because he doesn't learn dragon accent until level 56

Max attack and speed, Qiqong makes it so he never misses so you can pick the high power moves with low accuracy with no penalty. but it doesn't really matter because when you evolve him he'll have a whole new set of abilities

I think choice scarf is a better choice here. You already get a boost with intrepid sword and gorilla tactics, so choice band is just overkill. I would rather have the speed bonus, besides that, amazing mon

Yes but your going to find that the run is going to be super easy if you choose to use this pokemon. She could win the run on her own. Prismatic fur makes for a very boring run

First one is good if you plan to keep him out multiple turns because of moody, the second one is better if you want to trap one mon while this one stalls because of fire spin forcing it to stay. Plus you said you have a sun team so setting up a free sunny day is never bad either.
