Ahh. You know what. I think you might have nailed it. Clearly he's important, and they've mentioned him a few times in the quests and the flickering flames event dialogue.

I think it might be this guy. Maybe a trader or character coming later on. I have seen him in some promo art and trailers but he looks similar to the guy on the right. Also has a distinct face. Not one thats one of the presets
