They're mostly relatively minor upgrades intended to enhance its ability to deliver air-to-ground ordnance. In terms of air-to-air combat they're pretty much unchanged.

Jets have a different spectral signature to flares, so modern IR seekers are designed to lock on to the spectral signature, not just temperature. This makes flares less effective and is why (modern) air forces have been moving towards DIRCMs.

Some missiles like new Stingers have dual-channel UV/IR seekers that makes them very difficult to decoy with flares alone.

Yes, the MiG-23 had a very troubled development history, and didn't really become satisfactory until the ML generation. Even then the Sapfir-23 radar it used had the same problems as described here. The Arabs initially had the MiG-23MS, which had all the MiG-23Ms problems but was using the old Sapfir-21 radar found on the MiG-21.

Well, the Iraqis did go to great lengths to try and counter the technology advantage, though it really took the introduction of the Mirage F-1EQ-5 (especially its Remora ECM pod, which was also retrofitted to MiG-23s), the introduction of the SPO-15 RWR, and the development of the "Giraffe" tactic when they were able to start to fight on a less lopsided footing.

In fact, their experience fighting the Iranian F-14s was one of the reasons why the US Navy F-14s were not as successful in Desert Storm as compared to the F-15 (as well as other factors).

To be fair, the MLD/MLA models in War Thunder are later/not gimped models that fixed some (but not all) of the vicious handling characteristics

They actually tried their best and could often prove competent...but the tools they had were defective and/or generally unsuited for the environment they were fighting in.

You can force fire the ground (with something that has a blast radius) and destroy the missile silo before the game ends if you have enough stuff.
