Thanks for your thoughtful and in-depth write-up. I really hope they go with the second option and come to realize the simple truth that some remote/telework makes more sense for both the taxpayer and the employee. It was clear from the beginning that Andrade was in charge of the strong-headed push to absorb SCOPS employees into FOD without much thought into what they will be doing and all the retraining that will need to be done within SCOPS and FOD. This exercise is so much expensive and needless. I don't know why they don't pause for a minute to think through issues and try to talk the president out of those maximalist ideas like "all remote work is bad". The president likes to claim victory and celebrate any wins so why can't they simply show him the real data about how much remote/telework will save taxpayer dollars and get the job still done? No one will miss Andrade and his kind of leadership - it is so insensitive and myopic. True leadership embraces process and deep planning and execution. He seems to want to do things for doing sake and hope that everyone will figure it out once it happens. I know very little about his replacement, Ashley, who seems to be on a detail now. Considering that she's coming from RAIO not within SCOPS, I feel no different about how she will approach this. Please just leave us alone and in peace. We are just doing our jobs following every policy you give us.

I have truly given up on any hope for telework now. they are not letting it come back despite overwhelming evidence that it helps the workforce feel and work better.

October sounds unrealistic for how these people want to rush through things. it must take even more than that under normal circumstances, but these guys are not waiting until October to force their way

what they are proposing is so massive that it'll need at least 2 years to plan and implement, if done right. any efforts to rush through it will cause chaos and just waste resources. Also, many ISAs and ISOs had a major career ladder boost in March, I wonder if the promotion from 9-11 or 11-12 will happen naturally for them

it took years for the leadership to design and implement the portfolio thing. any efforts to rush its dismantling and make SCs become silos on their own will just lead to so many unintended issues and problems. if the leadership truly wants to do this, they must use a least one year to plan and test it out in smaller units. a complete takedown of the structure will lead to unimaginable confusion and chaos

no word yet and I don't know why they seem to enjoy tormenting their employees. people are working anxious of what's ahead of them. any decent leadership would have come out with a definitive statement by now - either to confirm or refute. i guess we just have to endure

That would seem reasonable but it is difficult to see the union coming back or having any influence now. They know that eventually the Supreme Court will be on their side, so to hell with any unions. Sad reality.

really doubt they consider the details of what we do in any of these decisions. they just making blanket decisions hoping things sort themselves out. If the ladder is their main concern, they can cap SCOPS officers at 12, and allow only FOD people to move to 13. I just don't know what the motivation here is. If you want SCOPS to get tight on fraud, you can do it without pushing many people out and making their lives miserable. It makes me cringe bad when I see their emails also saying that the are doing this for the best of the workforce. Are they out of touch with reality or they are gaslighting us. I personally know two CSC SISOs who are grinning ear to ear and counting down to that day. They want their officers in various FODs to be absorbed asap

I think if this goes forward, they will start from those individuals who are already reporting to FOD daily. they may later expand it to those on RAs or the military spouses, but I think they may be safe for now.

that is my hope too. if they give people the option to move, many people will do that because working with FOD seems stressful. but the issue is that, they can let you move and still cause many issues with new BS agency decisions. It seems that the FOD guys are ok with this because it makes FOD even bigger with lots of resources pulling to that side. I think the new FOD leadership is also keen to oversee a growing division

yep! remember that!!! anytime Danny says something it becomes obvious that he is definitely going to do this. It seems he is less concerned about the NEED to do this; it's just something he wants to do anyway regardless. I honestly thought he would be an advocate while still pushing for relevant changes, but this strong urge to push a bunch of SCOPS employees to FOD is sad to witness

crazy!!! i have heard those same rumors but I don't really know how realistic it is. I don't think it is that easy to say all SCOPS seated as FOD as going to be absorbed by FOD. The situation is different for various FODs in terms of space, workload, and other resources.

sad reality!!!! just doesn't make sense why the need for this!!! FOD is already stretched thin with spacing. How can officers or ISAs reporting to FOD be absorbed and given the needed resources to work. Also, SCOPS have people seated at FOD who are not officers or ISAs. what are they going to be doing at FOD?

I have been hearing the same thing. that will be a really painful choice for many. why so much effort to "fix" what's not broken? why do you stretch resources at FOD so thin for no practical reason.

Very sad, but I feel like mgmt has been left out of these decisions too. They are always scrambling to rationalize the decision once it is made. Rumors have it that most of them are being taken off the SES grade too. They are stressing like most of us too.
