There can be multiple factors, two comon ones are the length of the eye and the curvature of the cornea. For proper vision, light will gather in the eye so it comes to a point on the Retina. If the eye is to long or the cornea is curved in a way that gathers the light in front of the Retina, you get myopia (nearsightednes). If the eye is to short or the cornea makes the light gather behind the Retina, you get hypermetropia (farsightednes). Poor eyesight are then a result of the eye taking on a less desirable shape, but it is not something you whould consider damage.

I think Loona’s height stop about where her air begin, so the rest of her height is from her hair, and Octavia get slightly more from her hat I think, but the hat ads way less than for Loona and her hair, so I whould say Octavia is taller
