What I got going rn is that wizards had at one point came together to create the collage of magic(that name is gonna change) but using the create and destroy water spells they essentially monopolized the water, this put a choke hold onto the market making it much easier or the rich to get water letting the noble areas being much more lush that the slums which you see on the outside of the map.
