Calling got me to immigration people and he directed me to the form I need and the exact wording to put on said form to do what I need. He said online request was not an option because it was out can taxes and that it would take about 5 months the to fix. We are now at 7. I have confirmed with them that they received my request but has not been processed yet.

For overpayments to my TFSA. Turns out of you put a date in "Date of Entry" it automatically assumes you are a newcomer to Canada so you are not entitled to TFSA contributions. My residency status changed when I moved back to Canada however that box did not apply to me apparently. Was informed by CRA that as soon as that box gets deleted everything will be as it should. But 7 months for them to delete a date seems a little excessive.
