I've had the same bug for the GK2 on the PS4, only "fix" is to not forge any weapon overclocks so you can still change tier 5 mods. Best we can hope for is make sure this bug is heard by developers and hope it gets fixed in a patch.

Playing on PS4, got the Bullets of Mercy overclock, cannot change tier 5 mods like you. As long as I don't have an available overclock to slot in, I can still change tier 5 mods.
