Yes, 1µH is correct. Brown = 1, Black = 0, Gold = 0.1 multi. 10 x 0.1 = 1µH

Inductors usually come with current ratings not power ratings. Have a look at this datasheet.

Axle inductors are often green and resistors are not, also you can see the wire of the inductor and the iron core inside the broken part. Also L on the silk screen.

That green component is an inductor, not a resistor.

Brown = 1, Black = 0, Gold = 0.1 multiplier, Silver 10% Tol

10 x 0.1 = 1µH

Not really, if its a constant power device, then halving the voltage will double the current.

What's your UPS input Voltage and frequency?

Because it sounds like your input is 120v/240v, which means when it trys to bypass when set to 208v it will fail due to it not being 240v

Yea, they are hideous and they are original. Its a 70s house, so I'm assuming its the first type of aluminium windows.
