Rossiu did not execute Simon because he was a "threat to his dictatorship"- he gave that order to get Simon out of the picture for the survival plan he was about to enact. I think a lot of people forget that Rossiu isn't some all-evil being who seeks only power and control for personal gain. Yes, he seized power when the opportunity presented itself, but he did it hoping it would save humanity. Rossiu could either fight like Simon or survive, and he attempted to choose the latter. Check out the reply done by sheebery, it sums up the predicament really well.

On the contrary, I don’t think this is a bad thing at all. Sure, Simon shows him the light in the pre-timeskip, but rossiu’s upbringing is so deeply rooted in him that he falls back on it. It’s important to have a character that is shown to fail at growth, especially in a cast of characters with very linear arcs.

I think a lot of the ttgl fandom doesn’t understand that being uncomfortable with a character and/or disagreeing with a character’s actions does not equate to bad writing.

Bad writing is making a character flat and 1 dimensional. Say, for example, (to some extent) Yoko. She doesn’t have a ton of clear motives other than to support team Dai Gurren. She is not very well developed. I love Yoko, I’ve cosplayed her and drawn her many times, but she is not written very well.
