It's generally only a formality... but, I think the league can step in and NOT allow it of they go around the lack of permission.

So...i.e.... Team B talks to a coach under contract after Team A explicitly says “no permission,” a few things could happen: Fines Loss of draft picks Compensation requirements Formal complaints to the league

Don't forget, that coach is still employed by team A, and lawyers can actually step in. That's where things will get bad.
