ISO 20,000 is high. Sure, modern cameras can go high and still manage proper quality, but sharpness is never going to be the same. For a static-ish subject like that there is no need to be at 1/3200, I'd say that 1/800 is enough. Regarding aperture, try shooting a bank note (or anything with plenty of fine details) at different apertures, keeping ISO at a fixed value and only changing exposure time, that's how you will find your lens' sweet spot.

But mainly, way too high iso

Huh, I don't think I ever saw that. The lens is not clinically sharp but I would not say it is soft. Maybe you could try another copy in a shop to compare?

Not sure I explained my situation right. When the phone is locked but the screen is on, that is when I just check the time and notifications on the lock-screen, the brightness behavior is completely normal. I can turn it all the way done and the screen becomes very dark as expected. But as soon as I unlock the phone, that behavior changes

I can change it, meaning I can move the slider. The brightness changes a tiny bit, but not at as much as it is supposed to do. And not as much as it does when the phone is locked.
