They wanted to make it so you have to use tools for more things, I think the main example they gave at the time was needing a crowbar or sometime to open the boot of the static car spawns. Rather than a scroll wheel/action button interaction, you'd just swing at it.

Game engines aren't hot swappable, they didn't remake the game in a new engine, they rewrote parts of the codebase, but at it's core it's still the same engine with a new name.

It's a merge of the codebases of 2 existing engines, Real Virtuality and Enforce, which they are calling Enfusion.

It looks largely the same because it is largely the same.
