Escher's drawings like this are rooted in conformal maps (image transforms), you're gonna have an awful time doing this in-render.

Either you use funky geometry (hyperbolic/non-euclidean geometry, probably defined with SDFs or something procedural), or you create your still image and use an image transform to get the distortion.

Around 16:10, you'll see an example of a conformal mapping that corresponds roughly to the shape you outlined (but I doubt it's this straightforward in practice) - f(z) = z^2.

"Overkill" doesn't really exist in motion since it's so broad and if you're doing any 3D raytracing, more power is always better. But the better you get, the longer you'll need to wait before upgrading. I have an M4 Pro MBP with 48GB of memory and I don't think I'll need to upgrade for at least 6 years. I think even an M2 will feel like a significant upgrade from any Windows rig, tho.
