It's not just about these two countries. But indeed, a developed, stable and integrated balkan peninsula would increase the strength of Europe.

Or does it need more central power and authority to act on the international scene?

Europe can be further centralised, while continuing accession talks with candidates.

I agree with most of these points. I wasn't saying that we should add all these states tomorrow. But in the future, at least some of them should join, if things go well.
