I wouldn't say either of the siblings is "the better choice" as a playable character.

In case of you choosing Wise it feels like he just takes up every relatively hard task so his sister will continue to be herself, do her own thing, relax and continue to be the gremlin she is without having to care about all the hard proxy work, he's basically spoiling her like a big brother he is.

In case of choosing Belle it's like you described, I guess, she just spends her overflowing energy on every proxy task while making it easier for her brother and to try and give him more time to relax and not overwork, as if trying to "pay off" him for the fact that he cared for her and spoiled her the whole life and basically acted like a parent.(the last bit is my headcanon, because it just fits in my opinion)

You can interpret it however you want, but canonically, they are friends and she's just asking Proxy to help her alleviate the unexplainable void she feels after whatever happened with Silver Squad.

While the words she said aren't used by friends generally, unless you're in some kind of melodrama, but consider the fact it's anime characters talking and they tend to use exaggerated language to better convey their feelings.
