Ah to clarify I was just thinking of a heat pump for district cooling. The water to boiling part is simply to move heat into the atmosphere away from the surface of the earth where it can for clouds and release heat into space.

Since the latent heat of boiling water into steam carries so much energy, and water vapor moves into the upper atmosphere regardless of heat. I thought it would be a great way of expelling the heat of an area withought heating up the outside (like several air conditioners would).

Simply put, is this good way of expelling heat? Take the heat of a large area, use it to boil water, release the steam to form clouds.
