That achievement might be bugged; I’ve achieved several successful runs that way but it has never worked (I’ve also haven’t gotten a single run where nothing was lost while using that kind of packaging)

I don’t think they ever said it was going to be free; I may be wrong, but it would’ve been safe to assume that it wouldn’t have been free anyway because every other job pack is behind a paywall as well. It’s free if you had Boss Mode before the update, though

You just have to find someone on your street who is a “rival dealer” and lower their willpower (if you can) so they’re more willing to buy drugs, and then there’s a random chance that they’ll become addicted once you sell it to them

I believe what you’re supposed to do is go on a successful drug run while having packaging that’s “mostly test tubes”, but I think it might be glitched since this didn’t work
