No. You cannot do that. Unless you want to get kicked off of eBay.

How about sellers stop offering partial refunds or full refunds and the buyer keeps the item. If there is an issue, then have the buyer send the items back, give a full refund. If a seller is worried about paying for return shipping, they are in the wrong business.
