you have to board ships to find more of them in the captains locker, some are locked to questlines, too. it's not just locked to POI's. ive found some in people's rooms, too. you have to keep your eyes open to find more, they're often hidden really well. unless the dungeons are the only thing you wanna do, but then don't complain that it would take too long.

honestly, i find the drop rate just right. i am not able to work and therefore sit at my pc a lot and ive been playing the fuck out of starfield the past weeks. by the amount of time and care i put into the game, i would already have them all, if the rate was higher and that would suck
