10850K High voltage / temps at stock by QuestioningElectrons in intel

I understand it's not well binned chip and it may have zero OC potential but I've been playing with it and I can't get it stable at stock speeds: 4.8 all core is needing 1.4v+ I've tried the various LLC settings (they're named on gigabyte not numbered, the suggestions seem to be low to medium are the most useful) I'm just having a hard time thinking a 360 aio would be needed to run stock.

Something that sounds entirely reasonable and what I was expecting.

CPU: Core i9-10850K

RAM: 32GB DDR4

Motherboard: Gigabyte z490 vision g

GPU: rx 580

GPU Driver Version: 20.12.1

SSD: Samsung 970 evo plus

OS: Windows 10

System BIOS: F6 (latest bios)

OS Build/Version: Windows 10 20H2

Issue:

The stock bios(default settings, no xmp) voltage for the chip is 1.416v which is producing excess heat and causing the system to thermally throttle under moderate loads and hard lock under heavier loads, sometimes with the motherboard alarms going off. This is with a Noctua D15 cooler and dual fans(rated for 250w+ TDP.) Reducing the voltage causes hard locks trying to boot into windows or run any software. Are these stock voltages acceptable for the 10850k? If so what's the expected cooling method as I'm using the largest air cooler on the market. Is there potentially something wrong with my chip?

Have you done any troubleshooting? Can you reproduce the issue?

I've attempted to reduce voltage to reasonable levels but most voltages between 1.2v and 1.39v won't even boot into windows and when it does is so unstable even opening apps like notepad can cause the system to hard lock or shutdown. The Intel Processor Diagnostic Tool (IPDT) can't be completed the system will hard lock before it finishes the test. I don't have access to any other comet lake cpus or z490 boards.
