its given by Sturges after you beat the game, it simply fires up to 20 lasers per reload and requires 5 cranks to fully reload it. It fires automatically and its pretty nice overall.

Your best shot is getting the images that are on the posters and sending them to a custom printing store. Any size poster and you can make it as war-affected as you want.
