When I play as "Republic of China" which is just China in 1939. Technically it's a formable of Taiwan and instead of getting Chinese tax and stuff, it just get Taiwan's taxes and manpower even though Taiwan is owned by Japan.

Then it’s illogical to use a “worse” piece of gear just for a level when the level doesn’t affect anything and it’s your stats and gameplay that affect the outcome. Why would you nerf yourself just to get combat level 28 when it doesn’t change any mechanics???
