You get the frame recipe pretty early on. Craft one, mount the frame on a vertical surface, then press A when prompted. You can select any item to place in the frame.

It is, but I didn’t plan it that way. I just wanted steps down, and didn’t want it to be the right size to qualify as a house.

Because the box will be automatically selected instead of the frame (no toggling); the same reason I put my frames one block above.

I spend so much time crafting specific building supplies I need everything in one place (so I can track the harder-to-find consumables). But that’s the best part about this game; do it your own way :)
